Overview

Jason Alejandro Monahan brings more than 20 years of executive and legal experience in the aerospace and defense sectors. Jason spent two decades at General Dynamics, a major U.S. defense contractor, where he served as Vice President & General Counsel at various General Dynamics business units in the U.S. and Europe. Jason also has significant operational and strategic experience, having served as Vice President & General Manager of General Dynamics Land Systems-Canada, a $1.5 billion defense engineering, manufacturing, and support business with nearly 2,000 employees across North America, Europe, and the Middle East.

Jason’s practice focuses on advising U.S. and international defense contractors on a variety of legal and regulatory matters impacting their business and operations, including:

  • Representing buyers and sellers of U.S. defense contractors and providing legal and strategic advice on matters involving Foreign Ownership, Control or Influence (FOCI) mitigation and the Committee on Foreign Investment in the United States (CFIUS)
  • Representing international defense contractors seeking to enter the U.S. defense market, either as subcontractors to U.S. primes or by establishing U.S. operations to compete for and execute contracts directly with the U.S. Department of Defense (DoD)
  • Providing legal and strategic advice to clients preparing bids and proposals for U.S. Government contracts to ensure the submission of fully compliant proposals while maximizing Pwin
  • Representing clients facing False Claims Act (FCA) allegations, leading internal investigations, and negotiating with and advocating before the U.S. Department of Justice (DOJ)
  • Providing legal and strategic guidance on compliance with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), particularly in areas relating to cybersecurity (CMMC), Cost Accounting Standards (CAS), truthful cost or pricing data (TINA), duty-free imports, and small disadvantaged businesses
  • Drafting and negotiating complex strategic agreements, including Teaming Agreements, Joint Venture Agreements, Consortium Agreements, and Licensing Agreements

Earlier in his career, Jason practiced law in Washington, DC, focusing on the International Traffic in Arms Regulations (ITAR), the Foreign Corrupt Practices Act (FCPA), and government investigations. Jason is a citizen of the United States, Portugal, and Venezuela.
