Adam Bartolanzo

Adam advises government contractors on the full range of federal procurement matters, helping clients navigate complex regulatory requirements, contract performance issues, compliance obligations, disputes, and strategic business decisions. He works with companies across a variety of industries that do business with the federal government, providing practical counsel throughout the government contracting lifecycle. While his practice spans all aspects of government contracts law, he has particular experience in cybersecurity, intellectual property and data rights, and small business contracting programs.

Within his broader government contracts practice, Adam has significant experience advising on the Cybersecurity Maturity Model Certification (CMMC) program and other evolving federal cybersecurity requirements. He helps clients safeguard covered information, address cyber incident reporting obligations, and develop and implement compliance strategies. Adam also counsels on intellectual property and data rights issues arising in government contracts, including software licensing, technical data, and proprietary information. In addition, he advises clients participating in the Small Business Administration’s socioeconomic contracting programs, with a focus on the 8(a) Business Development, Service-Disabled Veteran-Owned Small Business, and HUBZone programs.

Adam’s government contracts practice also encompasses bid protests, claims, transactional matters, and cost and pricing issues. He has deep experience prosecuting and defending bid protests before the U.S. Court of Federal Claims and the Government Accountability Office, as well as pursuing claims under the Contract Disputes Act and defending clients from liability under the False Claims Act. He also advises on government contracts risk in corporate transactions and on cost and pricing matters. A Co-Chair of two American Bar Association Public Contract Law committees (Small Business & IP) and Vice-Chair of another (Bid Protests), Adam writes regularly for publications including Law360, The Procurement Lawyer, National Defense Magazine, and Public Contract Law Journal, and lectures frequently for the Public Contracting Institute, among other organizations.
