March 8, 2007 Mackinac Center Report on Sales Tax On Services . The Mackinac Center released a report that states that the proposed excise tax on services will have a negative effect on jobs, investment and personal income in Michigan. The negative effects result in revenues raised by the tax that will fall short of the Administrations estimates by $171 and $221 million for 2007 and 2008 according to the report. Meanwhile, Governor Granholm continues her town hall meetings promoting her tax restructuring plan. The Legislature appears to be watching but is taking no action on any of the plans.
