Overview

Mr. Garcia successfully provides his clients with strategic solutions that involve the government's executive branch, legislature and regulators. He regularly counsels clients on legal matters related to liquor control and gaming laws. 

  • Serves as legal and lobbying counsel for various individuals and trade associations and has successfully assisted in drafting and advocating passage of numerous legislative initiatives, including enactment of:
    • Horse Racing Laws of 1980 (1980 PA 327) and 1995 (1995 PA 279)
    • Regionalized Branch Banking (1985 PA 177)
    • Liquor Liability Reform (1986 PA 176) 
  • Participates in numerous successful campaigns, including congressional, judicial, ballot issues and state legislative elections from 1973 to present
  • Previously served as Managing General Partner for Karoub Associates, one of the largest multi-client lobbying firms in Michigan, representing companies, associations and individuals
  • Previously served as General Counsel to the Michigan Racing Association and the Northville Driving Club Corporation and was responsible for contractual negotiations on behalf of various racetracks with labor unions and horseman’s groups
